VP Business Development

John serves as Vice President of Business Development for the Harper Brothers family of companies, where he leads strategic growth efforts and fosters key relationships with joint contractors, system owners, developers, and builders. His focus is on delivering lasting value to clients—driving sustainable success for the organization.
Prior to this role, John spent five years as Senior Vice President of Operations at Centric Infrastructure Group, a BlackRock portfolio company specializing in gas, fiber utilities, and gas transmission.
A Registered Professional Engineer, John holds Bachelor of Science degrees in both Engineering and Aviation, combining technical expertise with a broad operational perspective.

Andres Laya
OQ and Safety Manager

Andres is OQ and Safety Manager for HB Utilities and is responsible for developing, implementing, and maintaining the company’s Quality, Safety, Health, and DOT compliance systems. Andres also oversees QMS processes to ensure alignment with customer expectations and regulatory standards. He also conducts product inspections, supports team performance, and collaborates with project managers to ensure quality deliverables.
He leads Operator Qualification (OQ) training and assessments in both classroom and field environments through Veriforce, EWN, MEA, and ITS platforms. Provides support to Hazardous Liquids and Natural Gas business units in the qualification and training of personnel performing DOT-regulated pipeline tasks.
